This version of Bill appears to be heavily sided with the Triumvirate. According to his character description, this is an iteration of Bill after the events of Contra: Shattered Soldier, in which he is released from prison to serve the Triumvirate as punishment for the Hyper-Magnetic Weapons malfunction incident he was framed for.
